Zone 0 Is Coming. What Happens to the First 5 Feet Around Your Home?

— by Lil City Staff

California’s new wildfire rule known as Zone 0 is getting close to taking effect. It would require the first five feet around homes in high fire hazard areas to be cleared of things that can burn, creating an ember-resistant zone. The state Board of Forestry approved the rules in August, then pulled them back to answer questions from the state office that reviews new regulations. A state official called that a normal step, not a repeal. The board is expected to take up the changes at its Nov. 5 meeting, the same day this issue lands, and the rules could take effect as soon as late November or early December.

So what would change? Combustible mulch, wood chips, firewood, fallen leaves and pine needles would have to go, and a plant-free buffer would be required right next to the house and around windows, doors and vents. Small, well-kept plants like succulents and bulbs could stay in spaced groupings farther out, along with potted plants in noncombustible containers. New homes would follow the rules right away. Existing homes would get three years to clear vegetation and five years for bigger changes, like replacing a wood fence attached to the house.

It matters because, according to the National Fire Protection Association, most homes lost to wildfire are destroyed by flying embers. Cal Fire’s Jeff Hoag said many residents worry about losing trees and landscaping they’ve had for decades, and about the cost. He said well-kept trees that don’t reach under the eaves can stay, and that most homes shouldn’t need major retrofits beyond that attached fence. He also acknowledged that not everyone can easily do the work, for financial or physical reasons, and said Cal Fire plans three inspection visits before taking any enforcement action. El Dorado County’s Carla Hass added that following the rules doesn’t mean you have to “moonscape” your yard.

For a lot of EDH yards, that first five feet is where the bark mulch, the shrubs and the side-yard fence live. Is the extra protection worth the work, and what would help your street get there: a clean-up day, a simple checklist, or a hand for neighbors who can’t do it themselves?
